A TEAM-majority City Council would listen to residents and ensure they have a say in how their neighbourhoods are developed
VANCOUVER (Feb. 24, 2026) -- TEAM for a Livable Vancouver supports the thousands of West End residents who oppose a 25-storey hotel rezoning project for 2030 Barclay that contravenes the West End Community Plan.

Residents’ opposition has been growing for months. When the Stop2030Barclay group staged a rally outside City Hall on Feb. 19, TEAM was the only municipal party on hand to show its support.
TEAM salutes the hard work and grassroots initiative of the Barclay group as a good example of how to fight back against City Council’s routine dismissal of residents’ concerns.
Residents say the project, with 248 hotel units, an indoor/outdoor rooftop amenity space and ground-floor restaurant and lounge, is far too big for the space. They say it will damage neighbourhood character, shadow nearby amenities, and cause havoc with traffic and parking.
“I am very proud that TEAM for a Livable Vancouver has stood shoulder to shoulder with West Enders in opposing this totally inappropriate development,” said West End resident Daryl Nelson, who attended the rally.
As the voice for all neighbourhoods in words and action, a TEAM-majority City Council would ensure that residents have a say in the development of their neighbourhoods.
During the current public hearing process, which began Feb. 19 and resumes March 5, there were 296 written submissions in opposition, compared to 94 in support.
Previous public input included about 1,570 submissions and a petition with some 5,700 signatures opposing the project. Marcon Developments cancelled an in-person open house in October because of concerns about safety and crowd control, according to a city staff report.
